Manufacturing defect or foreign substance?

The is a Marvel Super-Heroes 1991 Winter Special and pages 2 and 3 are stuck together at the top.  Since this book doesn't have staples I'm assuming some sort of glue was used in the binding so I was wondering if this is a manufacturing defect or did some foreign substance stick the 2 pages together.  There is no discoloring on the opposite sides of the page.  Thanks!

It's probably manufacturing. I find books from time to time with pages stuck like this. And I remember when this book hit the shops. I got it for the Arthur Adam's artwork and the cover was a wavy, wrinkly mess. All copies were.
