Are 9.9 and 10 grades even possible?

As my title states are 9.9 and 10 grades even possible to obtain? In some of my submissions particularly my most recent submission I sent in 3 factory case fresh Switch games, basically perfect copies to test this. I hand picked the best possible copies of the bunch that I had, I hyper scrutinized these games very slowly and carefully under a white LED light to verify any possible micro flaw; there's no handling wear, scratches, imperfections to the seals, cover art, game cases, etc. By virtually anyone's account they would be perfect hence deserving of a 10, if not somehow a 9.9 grade easily.

So when I got the grades back on these games all 3 of them got a 9.8 A++. It seems like when you get an immaculate game no matter how nice you just default them to 9.8 A++ like it's some kind of standard instead of giving these games the true grades they deserve based on their actual condition.

My question is, how do you actually obtain a 9.9 or a 10 grade? There's clearly another metric you use to give these out because it doesn't seem to be based on the games true condition. I've sent CGC 200 games to grade in the last 3 months which you can verify so I know what I'm talking about. I've seen grading inconsistencies in basically every submission that I've sent CGC but the one thing that really boggles me is why you just never give out perfect grades to deserving games?

I want to note that I'm not being irrational, I'm not saying all my games deserve top grades but in this particular example, I firmly believe they did and there has been others in the past as well.

I feel like these grades aren't handed out for the sake of just not handing them out.

Some insight would be appreciated.

Although we cannot comment on why your games received the grade that it did, we can assure you that all collectibles are reviewed by multiple professionals to ensure the most accurate grade is given.

With this said, 10s and 9.9s are absolutely possible to receive, however, the game must be virtually "perfect" in order to receive these grades. A 9.8 is described as "A CGC 9.8 is a nearly perfect game with negligible handling or manufacturing defects. For a games grade with a 10, we describe this as "the highest grade assigned. The game must have no evidence of any manufacturing or handling defects." While this may be hard to obtain, we assure you it is certainly possible!
