New to collecting, wondering if this is normal 1 1

Hello!

Thanks in advance for your help.  I just bought my first CGC graded comic and after getting a couple more, noticed the first one I bought is a little different.  It looks like the plastic has been sealed somehow.  Is this normal?  Just want to make sure it wasn’t tampered with.  Thanks again!
