We would need more information to answer you. If it's e.g. a 9.6 book otherwise, I'd guess a qualified grade as you describe would be an option. But for mid- to low grade books, the centerfold issue would just be factored into the Universal grade, and probably wouldn't make that much difference to the grade.

Books are graded on their entirety, not just by a major defect, factor in the grade without the centerfold being completely detached as shown, then determine how big of a hit the book will take with the defect.

Just a quick look tells me the book is in the FN+ 6.5 - FN/VF 7.0 range, take into consideration the detached centerfold, will the grade drop to...VG+ 4.5, VG/FN 5.0, FN- 5.5?

FN/VF 7.0 - Centerfold is mostly secure. 

FN 6.0 - Centerfold may be loose.

VG/FN 5.0 - Centerfold may be loose. 

VG 4.0 -.Centerfold may be loose or detached at one staple.

GD/VG 3.0 - Centerfold may be loose or detached at one staple.

GD 2.0 - Centerfold may be loose or detached.
