Gotta ignore the tape and grade it as if that piece of the cover was missing and not reattached.

2.0/2.5 the CGC book on "Tape Reattachment" goes to some lengths to describe defects that will garner a particular grade (e.g. 1.8 for a fully split spine) will usually come in a grade lower if reattached by tape (1.5 for the reattached spine). It's a pretty large chunk, so I expect lower than 3.0.
