detective comics 27 1 1

I have a single page of CGC Certified Detective Comics #27 and I would like to know if I submit it for review again and send a facsimile cover, will they encapsulate it with the cover? Would they give an NG?

This is probably an Ask CGC question.  I've never seen a page encapsulated with a facsimile cover. It's usually coverless copies that are either complete or missing some pages.
