"3 page centerfold detached" on a CGC 6.5?

I just asked a seller for the restoration details on slabbed book I'm interested in. He replied that the label says "Apparent 6.5 Slight(P) Restoration includes: cover cleaned (3 page centerfold detached)". Just curious, does CGC commonly grade books at 6.5 (apparent or otherwise) with CFs detached? Or in this case multiple CFs? If they do, do they always note it on the label? Does the fact that this is a restored book have anything to do with it?

From reading that thread, I'm assuming that a PLOD over-rides a Qualified Green. I'm still not convinced that a books with multiple detached CFs should be a candidate for a 6.5 however.
