CCG and CGC Comics Statement on Holder Tampering Incident

The Certified Collectibles Group (CCG), which includes Certified Guaranty Company (CGC), is aware of an incident involving an individual tampering with CGC Comics holders. Based on our initial review, we believe that the incident affects a few hundred comic books.

CCG exists to protect the collecting community, and in the last 36 years we have certified more than 85 million collectibles, each one backed by a comprehensive guarantee. The trust that we have built with our community sometimes makes us a target of bad actors and, despite our vigilance, this individual tampered with some of our holders.

If you purchased one of the books that this individual tampered with, we will ensure that you are appropriately compensated for losses arising from any failures in our services. We expect to share a list of books that we believe are impacted as soon as possible.  

We have also retained a leading private investigative service and outside counsel to conduct a comprehensive review of this incident and our processes, and to help ensure that this individual is held accountable to the fullest extent of the law. We have already made significant improvements to our processes as a result of this incident, and we will continue to take appropriate steps to help ensure that this type of incident does not happen again.

I'm sure you guys have thought of this but you might want to make seals that that wrap on each side that would show tampering. That way this doesn't happen again. Just my two cents. Good luck. :)

The problem is for all of those collectors (like me) that do not live in the US. The process that you have set up ("If you purchased one of the comic books included in this list, you can submit it to CGC Comics for review") is rather difficult and could be expensive. For instance, here in Italy could I ask help to the authorized dealer "Grading supplies Italy"? By the way, I don't mean to be too specific, the point is that outside US the whole issue is a bit more complex. And it's a pity, because the CGC market was growing in the last months (also in the comic specialty stores).

Updated January 3, 2024. The Certified Collectibles Group is aware of an incident involving an individual tampering with CGC Comics holders. Scroll below for a list of impacted certification numbers.

The Certified Collectibles Group® (CCG®), which includes Certified Guaranty Company® (CGC®), has released updated information related to the incident involving an individual tampering with CGC Comics holders.

Based on current information, we believe that approximately 350 comic books are affected. A list of the impacted books has now been posted on the CGCcomics.com website.

If you purchased one of the comic books included in this list, you can submit it to CGC Comics for review. (Instructions to submit an eligible book for review are below.) If your book is determined to be correctly graded, it will be reholdered with a new certification number and returned to you at no charge. If your book is determined to be incorrectly graded, our support team will contact you. You may be asked to submit certain additional documentation as part of the review process.

The list of impacted comic books will be periodically updated as books are submitted for review. Our goal is to remove all impacted certification numbers from the market and ensure that anyone who purchased one of these books is appropriately compensated for losses arising from any failures in our services.

Instructions for Submitting an Eligible Book for Review

1. Go to CGCcomics.com and either sign in or create a free account. You do not need to be a paid CGC member to submit an eligible comic book.
2. After signing in to your account, go to “Submission Forms” under “Submit” in the main menu.
3. Choose the online submission form for Comics/Magazines and start a new order.
4. Select your collectible type and then “Regular Grading Submission” and “Mail-In or Show Drop-Off.”
5. Select “Holder Review” under “Special/Return Services” and enter all required information.

Use this service only for books listed here. There is no charge for this service (and all shipping fees will be paid by CGC) if your book is on this list. If your book is not on this list, please email ReportFraud@CollectiblesGroup.com. Ineligible books will be moved to the appropriate service and the submitter will be responsible for any fees.

6. Print your packing slip and mail it along with your book to CGC. Write “HRV” on the outside of your shipping box.

@CGC Mike - would it be possible for CGC to add an indication / flag to these records, so when you are a prospective buyer and look up the cert, there's an indication that the book may not be correct? Something like:

 

Otherwise the buyer is going to need to know to track down the list of tampered certs, which seems unlikely...

Hi, I would like to know. After the book is sent in, and if it is found to be tampered with, what happens after that? Is it graded again? Do I get it back?

If your book is determined to be correctly graded, it will be reholdered with a new certification number and returned to you at no charge. If your book is determined to be incorrectly graded, CGC will retain your book as evidence, and you will be compensated for the current fair market value of the book in accordance with the CGC Guarantee.

How did CGC create the list of impacted books?

Due to the ongoing investigation, at this time we cannot share how we determined which books were impacted.

What changes are being made because of this incident?

CGC is always evaluating ways to make our processes better and our holders more secure. Every reholder submission is now being reviewed by a Senior Grader, and we have made other significant improvements to our processes as a result of this incident. We will continue to take appropriate steps to help ensure that this type of incident does not happen again.

We will make an announcement if we have any new information to share about updates to our processes or holders. However, please understand that some updates will not be made public because they are proprietary and relate to security.

Will the list of impacted certification numbers be retained?

We will retain the list of impacted certification numbers on this page of our website. As impacted books are returned, the certification number will be struck through, indicating it is no longer valid and the book has been given a new certification number. Certification numbers that are no longer valid will not be searchable in the Verify CGC Certification database, consistent with our normal reholder process and to ensure that there is no duplication in the CGC Census population report.

Let's say you spent $10,000 on a 9.8 comic. It turns out that it's on the list, so you send it in to be evaluated. CGC decides that it indeed has been switched/tampered and it is actually a 9.4. CGC will keep the book and compensate the owner of the book the FMV of a 9.4?
