This is a favorite cover and when I was active in selling, I always tried to have one in stock. I've had several like this and it's production. Another issue with a similar P.D. is FF 13, also blue and in the same region of the cover. GOD BLESS ...

It’s a fascinating, transitional look for the Thing; sort of a hybrid between Kirby’s early lumpy version and the thick-lined plates that came to define him, refined by Sinnott’s inking. Turns out it was George Roussos who inked that ST #116 cover. I wonder if Joe got that flavor for the plates from this? I haven’t bothered to look at what issue of the FF run it coincides with. I suppose I should do that and report back if it sheds any light.

UPDATE — Jan 1964 means FF #22, a somewhat similar Thing on the cover, inked by D. Ick Ayers, and interiors inked by George Roussos. I remember Joe saying once he felt thick lines were important to emphasize the thickness of Ben’s plating. Looks like a group effort in evolving that look.
