Why did NGC sign for my Delivery

I sent my submission for CGC card grading and labeled the package CGCTC going to the post office you have on your website. The package has been delivered on OCT 7th by NGC, not really sure why it was sent there since I didn't address it to NGC. Now it's OCT 18th and there's still no information on my package after delivery. It hasn't been scanned in or anything it just says delivered. I need to know if you lost my package or how long it takes to get scanned into your system.
