2nd one on the first row is Captain Marvel Jr. from Master #27.

 

2nd one on the third row is Shield from Pep #15.

 

2nd one on the fourth row is Yellow Claw from Silver Steak #7.

 

Bottom right is Dr. Fate from More Fun #71.

I'm just going from memory here without reference so these may be wrong, but I think the first hand in the 4th row is blue beetle. 3rd hand 1st row = pogo? 2nd one, 2nd row = green arrow, Last hand = Dr fate, 2nd row 3rd hand = popeye? 3rd row 3rd hand = pluto?, 2rd row last hand = captain america? confused-smiley-013.gif

Looking at it over, that's a darn good (yet wrong) guess. I think she (that's no secret from the hand itself) had a costume change later on and that's why people are tripped up a bit by it? 893scratchchin-thumb.gif Gotta have to go and check on that ...
