Should revealing a book's history be mandatory for a seller?

When I shopped for my wife's diamond for her wedding ring, I was very adament about the grade I wanted and the company behind that grade. This company was GIA. Is there any way of knowing what companies were included in this fiasco?

 

This is the type of scenario I've worried about happening within the comics world. It wouldn't shock me one bit for a bribing scandel to hit a company like CGC. All that a big high dollar dealer has to do is have someone on the take inside to get some .2 grade bumps going on some expensive books and it could become a very lucrative deal between the two parties and pretty much go unnoticed as a .2 difference is so subjective, and the return on that difference so large.
