Question about Valiant Cover Art

I am hoping someone can answer this question are the painted Valiant covers on the original pen and ink or were there copies made then painted? I have one painted cover Eternal Warrior #3 post in my gallery. I either see a painted cover of a book or a inked version never both for one issue. Does anyone know what Valiants process was?

I was thinking that was the case but I have not seen both the ink and the color covers for any particular cover only one or the other. I was wondering if some artists painted their covers and others just scanned and had them digitally colored. Does anyone have an example of both for a single issue?
