It's an 1890s Uncle Sam Brownie candle holder. One of the many pieces of Brownie merchandise produced relating to these early characters. There are a variety of different sizes and Brownie characters which were made into candle holders. They include Uncle Sam, a Policeman, The Dude, and numerous others.

Did you know that Palmer Cox, creator of the Brownies, was a Canadian. He was born in Quebec and moved to San Francisco when he was in his early 20's.
