Foreign substance question

Is a foreign substance like a small glue spot (I think it's glue at least) considered soiling? I have a nice Justice League #7 recently bought (on the cheap luckily) with a small glue spot and another area with some other foreign substance. Both aren't terrribly obvious.

 

I guess my question is how should I factor these into my grading? Should this book get a sizeable knock?
