It's not as "scarce" as some would have you believe. There is usually always 1 or 2 available on ebay. Issues 23 and 24 are harder to come by. But 15 is the most highly sought after book from this great series! As far as grade, I would say a nice 9.2... maybe a 9.4. The only flaws I see is a dinged bottom spine corner and the back has some slight wear/rub in the black border. Nice book!

Yep, the scuff in the black border on the back is my only concern. If that's a printing defect, then book is comfortably in the 9.0 to 9.4 range (scans are a touch small, hard to finetune at this grade level). If it's a scuff, then more like 8.0/8.5 I'd guess.
