    I constantly upgrade books in my collection when possible.  In general, I would rather have a copy and look for a nicer copy than not have a copy at all.  Several books I purchased this way I will never be able to upgrade so happy with the book I did acquire.  Example include Green Giant #1, Batman 1, Adventure 79, Human Torch 1, Looney Tunes 1, etc.  Prices have gone up on these books to a place where I can’t justify spending what it would cost me to upgrade so I am super happy to have my lower grade copy.  For my Batman run, I upgrade 1 to 4 books per year.  In general, it has to be at least two steps above what I have and have significantly better eye appeal.

    Some of us can't afford our favourite rare books unless we buy them in tattered, falling apart, incomplete conditions (and for many GA books you can't just wait for the next one as it might be years or even a decade until one comes up for sale - and then you might be even MORE priced out of ever owning a copy). But you know this, since you also say you WOULD upgrade books (priority is subjective in this case)
    My favourite Marvel character is Iron Man and so I jumped at buying the most affordable copy I could when I was growing up which was falling apart and needed to be slabbed just to keep it from disintegrating (so I couldn't even read it anyways), that has since been upgraded in my adult years and is a much better display piece (which is a big factor for most of us when it comes to our favourite books). 

    As for the number-in-corner chasers, who want to upgrade a 9.6 to 9.8 for example, I can think of one good reason: Winning a competitive registry set. That upgrade could mean thousands of points and determine if you take the top spot, and if you don't make it a priority you are now waiting an entire year again just for your chance to compete for a prize.

    A few years ago someone brought into my shop a run of about 30 or so Weird Tales from the '30s.  They were spectacular.  I graded most an 8.0, with a couple even at 9.0, which I had never given to a pulp before.  So it can happen.  As others have pointed out above, WTs may be a bit easier to come across those grades than some.  I believe you can find almost any science-fiction pulp above 7.0 if you are patient, since so many were kept.  But it's going to be more difficult to find high-grade Detective pulps, Spicys, westerns, etc.  Some will have to do with printing quality as well... Fiction House was as cheap about printing their pulps as they were their comics.  Street & Smith seems to be a bit better paper, so high grades turn up now and then.  Argosys vary by era... the 1890s are actually better made than the 1920s ones.

    Pretty sure WT switched to factory trim in the 30's, so the more common edge wear and overhang snafus are avoided. It was also popular as hell, and probably had healthy print runs. GOD BLESS ...

    Weird Tales is gonna be a title you see in higher grade and more copies of than pretty much any other early pulp.  People have been trying to put runs together for a long, long time and babying them like comic books (understandably).
    It's also gonna be a title that gets graded at a faster rate.

    As I suspected, pulps from the 1930s (and even 1920s) are not as non-existent in 7.0 and above as had been made out to be, at least based on the run of slabbed Weird Tales that'll be in Heritage's upcoming Signature Auction. There are three 8.0s, a couple of 8.5s and even one 9.0, all pre-1940.
    Or perhaps CGC grades less strictly or with different criteria than pulp collectors traditionally have?
    In addition, right after the record-setting sale of a CGC 7.0 Bat Woman Weird Tales #118 (Oct 1933) in the last Signature Auction, there will be a CGC 7.5 copy with White pages.
