Spider-Man unmasking himself to the public was a major part of Civil War. I'd argue it's the only real reason you'd even need him in the movie. When do Marvel heroes actually keep their masks on in movies? Black Widow perhaps? Oh wait she doesn't wear a mask its her face...

Also factor in how many were not killed in the correct way i.e. shot but not in the head, they die and then are zombies. I'm sure panic and misinformation would have been everywhere when the disease hit.

Knowing this really makes me glad I don't read the comic book because if I did that would really aggravate me they are mucking up the story that much. I did question a lot of things in this episode especially when Rick smashed into that van and all the torso and heads popped out, it was not a coincidence they were all in that condition piled up as cargo without a reason. I still like the show yet some things I guess Kirkman wanted changed for the series.
