I can't imagine it's policy, but FedEx's carriers are notorious for doing this. Unfortunately, you're probably going to have to apply some heavy pressure to them to be made whole, because I would bet they'll fall back on the "it was signed for" excuse for as long as they can. I also saw in another post of yours that your apartment complex may have surveillance footage of the incident, so that would be one more reason to get the police involved (both theft and forgery appear to have occurred).

Consider contacting your local police department to inquire about filing a forgery complaint against the driver. Quite likely it will be a felony offense in your state of residence.

I eschewed selling on eBay for years because it’s full of loser buyers, but I started back up again recently to move some modern books and a bunch of old CDs. So of course…first sale, first loser. I explicitly stated in the item description that the CD I was selling is used, does not have a jewel case, comes with CD and booklet only, and will ship in an old DVD case for extra protection. What do I get as a return reason? CD has scratches (it’s used, jerk) and is in the wrong jewel case (like I said all along). Not paying shipping to get it back, so he can enjoy his freebie (which he probably intended as a burn and turn all along). silverleaf2013 can suck it.
