Personally, I don't think it would be worth reholdering/regrading. I would think anyone interested in manufacturing error comics would understand the green label and why it's there.

It seems CGC has been inconsistent with Qualified/Universal labels on manufacturing errors. Currently, it looks like errors get blue labels with the problem description on the label. This thread may be helpful:

With a detached centerfold and splitting on all wraps, a 3.0 doesn't seem outlandish. More than just the cover is considered in the grade.

CGC can't grade Previews from this era, they're just too thick. I don't think anyone really collects "Previews," per se, but if someone were a big fan of a particular property, they may want the Previews cover feature for completion's sake. The Hellboy cover, for example, is probably the most marketable of these.

I'm not aware of any CGC facilitators attending, but the other company will be there for witnessing (better than nothing).

I'm surprised there isn't a forum thread on this, but I couldn't find one. Another usually reliable resource, https://recalledcomics.com/VenomLethalProtector1Error.php , looks fairly similar to this one, especially based on the Marvel top corner logo. So, probably legit?

I have another copy of this I picked up online, and it's absolutely wrecked! Chewed corner, stains, creases, but it's a double cover! And yes, it's initialed.

Basically a file copy; I got it from Ben directly a few years ago. It was never sent to a subscriber. Since you specified "initialed," can I assume you're familiar with this one?

Just unpacked this last night: the impossibly rare NHS 70 subscriber edition! Because of an ordering mistake, too few copies were printed to fulfil all orders so this version was made to be sent to subscribers so they could follow the story (their subscriptions were also extended to make up for it). Copies that were sent out were signed on the back cover, but not this one...

Just got in another great Copper Age AP slab! This is a copy I've had for a while and managed to find Sonny Strait at a convention appearance. There are very few comics credits for Strait; he's best known as an anime voice actor, specifically as the voice of Krillin in Dragon Ball Z.

There isn't really too much here to "question"... sure there are some obvious technical errors, but minor mistakes happen everywhere. If you see a Shadowpact 8 under a label that says Shadowpact 2, it's not too hard to figure out. They can check the submission to see if the 8 and 2 got swapped labels or if they just mis-typed the number.
The low grade 0.5 books probably have significant damage internally, like a missing page, coupon cut out, whatever. Turns out, you can't always accurately grade a comic from a picture of a comic in a slab.
Taking a graded comic, cracking it out, then getting it signed and regraded can result in lower grades. Sometimes creators are rough on books. There are videos of Todd McFarlane waving books around during his signing, but lots of people still got 9.8s back from his signing. Sorry?

I'm 46 and have never really been a Golden Age collector, but every day I see a cover from Planet Comics, Exciting Comics, Thrilling Comics, etc that just blow me away. Every day I'm closer to dumping my Copper and Modern books en masse and converting it to low-grade Schomburg covers...
Entirely possible other collectors feel the same way, but probably not many. Basically, I've lost the emotional, nostalgic connection to the characters that brought me into comics, but still enjoy the medium.

What's wrong with nostalgia? It's a perfectly natural phenomenon and is what prompted the explosion in comic, bubble gum card, Barbie doll, Hot Wheels, My Little Pony, etc, etc. collecting in the last fifty years.
APA is an amateur press association, one of the tentpoles of comics fandom since 1964!

Cerebus 1 and TMNT 1 are among the few comics to have a notable population of counterfeit copies, dating back decades likely due to the scarcity of authentic copies and authoritative information in the pre-internet era. Without internet access in your pocket, it was relatively easy to pass off fake small-press comics. They were odd sized, black and white, and too tempting to pass up if one appeared at a local hotel ballroom convention, flea market, or even LCS (since they didn't always have any better identifying information than the rest of us). I'm not sure when TMNT 1 counterfeits first appeared, but I'm sure someone could check Copper Age back issues for ads from American Comics, New England Comics, and Mile High to find the listings.

The green label is bad for people trying to flip unwitnessed signatures or Hulk 181 with the Marvel Value Stamp cut out, but in these cases it should be fine. A lot of people would overlook your green label TMNT, but they wouldn't have wanted one with upside down pages either way.
