Or, "Our staff was not prepared for the closure of PSA submissions and the subsequent carry over business. We were caught off guard and have no clue as to how we are going to take on this onslaught of submissions. We are sorry; but, it is going to be 6 to 10 months before we figure out how to meet the demand. We at CGC understand that we should have prepared for all scenarios, but we dropped the ball.
