Is this the first telling of Lex's origin?

I think it's a re-telling. If I remember correctly, it's a little silly. I think Lex's life-long hatred of Supes is a result of Superman making Lex lose his hair. Of course, I haven't read it in over 30 years, so I may be remembering it wrong.
