What is the 1st Jimmy Olsen - Action 6 or Superman #13?

I believe the Superman issue is where he is actually named, so I guess the question is was the character that appeared in Action 6 always intended to be Jimmy Olsen?

I believe he's identified as an "office boy" in Action 6, so I guess the first "named" appearance is Supes 13

I believe it may actually be Superman #13. The minor character shown in 2 panels of Action #6 is not Jimmy Olsen.

 

The character Jimmy Olsen was created for and 1st appeared on the Superman radio show. DC Comics picked up the radio show character in the Superman #13 story.

good call,that radio show was actually the birthplace of many ideas to the Superman legend like Kryptonite but here is the kicker, all the stuff that was created by the radio show is now in public domain further complicating the Superman/Siegel rights battle.
