Hey guys..I cannot seem to ID this page at all..I have looked in the web pages that list all characters who have appeared in comics and I cannot find anything out

 

Does the style,story,anything look like something any of you has seen?

I don't think it is him, but does have a little Ditko feel to it. But a little too smooth for him.
