I think he means no back up stories, only ones featuring Superman in the entire book.

According to a Golden Age page count deal that SkyPinkBlu (sp?) posted on the boards a month or two ago, it looks like there were non-Superman stories in every Action book through #211. Looking at Overstreet, it appears as the first mention of Superman only stories is for issue # 393, in particular;

 

393-401 - All Superman issues

 

so presumably, issue #393 was the first time an Action Comic book only contained Superman stories
