Magazine or Comic Book?

I'm not sure how to classify this book for grading before I send it off to CGC:

 

 

It's a small 16 page ashcan that was in Hero Illustrated in 1994. Is it a Comic or a Magazine?

So it's the amount of pages that qualify it as a magazine?

 

The guy who sold it to me told me it was a magazine. Thats what had me confused. I'd rather it be a standard comic book so I don't have to submit it under a different tier.

If the dimensions are larger than a Golden Age comic, then it will have to be done as a magazine.
