What's a "lower" turnaround time?

 

Is it a typo for "slower"?

Is it "lower" as in a lower number of days to get books back?

Is it "lower" as in a lower level of service (ie-slower) to get books back?

 

Please clarify.

I thought we would revisit all the measures that have been promised to lower turnaround times. Lower = make the TAT faster. That has been the result of all of these things, right? Right?
