well with abit of research it looks like part of the Batman Activity Box

ive found auctions for full boxed for over $300, only differences seem to be that yours isn't complete and yours have yellow stands instead of cardboard ones, it based off the 1966 show

EDIT: there was reissue aswell so i'm guessing yours is the reissue due to the plastic stands

Considering The Ratcatcher didn't appear until '88 in Detective #585 I'd say it was a reissue.

I believe this was produced by Ideal. They also made a Superman and a Spider-Man set. The ones pictured in the links aren't complete but it gives an idea of what you're looking at.
