I can kinda-sorta see the resemblance happening--a little--in the middle 2 frames of the 2nd row. When it's moving, the illusion (?) is a bit stronger...

 

 

Yep, an illusion, but hard to not think there was some tinkering especially in the last column, and the third row from the bottom and the very last image with the shape of the nose and lighting. At full speed it gives off the look of Reeve for a split second.

There's some effect in there that washes out Cavill's cheekbone definition, narrows his now and doesn't make his eyes seem so deep set...which makes him look like Reeve. Maybe it's lighting or saturation, but viewing it full speed that wide nose, deep set eyes and chiseled cheekbones become altered for a split second and look like Reeve.

 

The one that looks like the same guy in the rest of the frames?

It's an illusion, I can see that now. The full speed image looks choppy and the change between the facial features seems more striking when moving.
