I don't have my Sotheby's auction catalog handy, but wasn't the original sold as a non-published cover for MC 1? Which is weird given the "Dec." date.

Promoted as the 1st Marvel Mystery (Timely) cover, thus issue #2 and Dec. date. Also, this Namor bursting out of the water scene is in Marvel Mystery #2 panel but it is a fairly generic scene that could be attributed to Marvel Comics # 1.
