Hey, so the label says that's 407, but the cover has a 408 on it?

I didn't create their numbering system, they did! But yeah it's 407 with 408 on the cover and 409 has 410 on the cover ......I don't know the entire story but somebody was

You would not have to go that low. I just checked what I have in Action Comics, Detective Comics, Superman, and Four Color. If the thread keeps going I will be able to chip in starting with the 380's.
