What Grade does a Return copy get?

Sorry for the N00b Question.

 

I have a book a like. But its a returned copy, it has the top portion with the books title on the cover ripped off. Does that make a No Grade? Or does the CGC just take points off accordingly.

 

Thanks! - Just love the book and don't want it to die surrounded by other raw books in a short box.

I said GLOD, not PLOD. no restoration, just a GREEN QUALIFIED grade due to the defect that is not in line with the rest of the book.

 

No one would try to say that a VF+ Action 1 with a loose centerfold should be graded and priced as a 1.8
