I think the spine wear that is bringing the grade down...but, to me it looks like at least a 4.0

Yeah, I guess so. It looks better than 3.0 from the scan.

Unless I am seeing something I see rippling in the book that suggests water damage. Front cover picture in the HULK logo, and back cover at the bottom, i see some rippling.

It's a nice looking 3.0. It's in a 3.0 CGC case and we can't examine it to determine why. The question is what the value is with the added sigs.
