To get a little different, this one is the first Christmas themed cover in a long running series. To be clear, an earlier issue has a banner saying something about a Christmas feature inside but the cover art is totally unrelated to Christmas. Some winter covers did occur but no cover shows anything Christmas-related until issue #95.

 

It's not Marvel or DC & the series started in the 1950s. Hoping this will be fun and not annoying or a thread stopper so I can do additional hints anytime.

Good guess, but not the one. You're on the right track as far as it was a small publisher. Remember this is the first published cover for a great artist known for his horror illustrations. He also changed his name slightly to avoid confusion with an Olympic diver with the same name.
