GG seems to be in a lot of the story lines from the different Spiderman titles...that's the one I'd pick

Kingpin is awesome, but he's more a daredevil/punisher foe.

Goblin/Norman Osborn is it.

The list below excludes "generic villainy" and "rabble rousing". If you look at it, pretty clear yes? 

Dock Ock:

• Formed the Sinister Six.
• Nearly married Aunt May.
• Body swapped with Spidey for a time.

Kraven:

• Buried Spidey alive, took his place - Outside of Kraven's Last Hunt though...Not much else..

Green Goblin:

• The first villain to discover Spidey's secret identity.
• Terrorized Spidey.
• Murdered Gwen Stacy.
• Osborn/Goblin "legacy" tormented Harry, later becoming a Goblin himself.  Also inspired the Hobgoblin.
• For modern fans, with Osborn's "return" there was the whole Dark Reign/Dark Avengers/HAMMER thing where he was basically the evil Nick Fury.
• Bonus Points: Boinked Gwen Stacy. Knocked her up - Yeah, yeah I know...That "never happened" in my "personal" Spidey continuity...

Venom

• Terrorized Pete and MJ.
• Was a stronger, twisted reflection of Spidey.
• Wanted to eat his brains.
