Either strapped to the back of the fingers/wrist/forearm, worn on a glove or gauntlet, or like brass knuckles/knuckle dusters. Ninjas, gladiators, etc., etc, it wasn't that uncommon a weapon. It's Wolverine's almost indestructible skeleton and healing powers that you'd have to include, along with the claws, in tracing his true historical origins/inspirations, if there is a precedent. You possibly know that there was a Copper Age character called The Badger? He had his own book. There was also a 90s character called The Ferret, now faded into obscurity. In this case I believe location was the problem, as, if he had been marketed to northern England, he would’ve been hugely popular.
