He has cameras everywhere and can access em all on his phone.  He's always watching.

Clearly, from what you mentioned at first, he treats his customers like an extended family and just wants to make sure that everyone's safe, comfortable and happy in his treasure trove of pamphlets.  

Modern technology facilitates that.  A positive use of surveillance.
