Why so many Captains?

To name a few -- Captain America, Captain Battle, Captain Commando, Captain Comet, Captain Courageous, Captain Flag, Captain Flash, Captain Freedom, Captain Future, Captain Marvel, Captain Marvel Jr., Captain Triumph, Captain Wonder.  

And I guess Major Hoople and Colonel Sanders would outrank them?

Captain is generally the highest rank that routinely sees front line combat. Major and above are field ranks which lurk in the back areas generally pushing paper.

In 1940, writer Joe Simon conceived the idea for Captain America and made a sketch of the character in costume. "I wrote the name 'Super American' at the bottom of the page," Simon said in his autobiography, and then decided:

No, it didn't work. There were too many "Supers" around. "Captain America" had a good sound to it. There weren't a lot of captains in comics.

 Never mind that he (or Marvel) neither earned or in some cases even served to ever achieve that rank...(tsk)

When I was a kid, my group of friends played either Warhammer or Axis & Allies every weekend, religiously.  One of my commanders would always get the moniker General I Have Failed You.  As you can guess, he wasn't part of many successful military engagements.
