No problem - the cumulative percentage of 41% for the 1960s represents "all grades from 10 down to 8.5", and then 49% for 8.0 represents "all grades from 10 down to 8.0".

If we round to the nearest percentage... yep... for the 2010s.

For the 2010s, 99.5% are 8.5 or higher, rounded = 100%, leaving zero (about half a percent) below 8.5.

(5,193 at 8.0 and below out of 1,042,543 on the census = 0.498%, rounds down to 0%.)
