Can someone tell me how this got a 9.8 1 1

May have been damaged post-grading/ during the encapsulation process. I doubt CGC would miss anything that significant. Got any scans from before it was sent in for grading?

CGC allows most production defects at 9.8 so if all other copies of that comic have a similar defect, then it isn't counted as damage that would lower a book's grade.

If you remain unsure, you can send the book to cgc for them to regrade it at your cost.
