Question in Regards to Price Increase Timeline 0

I'm aware pricing is supposed to increase Feb 16th. I'm wondering though is this for any new submissions that arrives at the Po Box 2/16 and later or is it for any submissions that get marked as received in the system 2/16 or later. For example I sent a 100ish card submission yesterday, if it arrives at the Po Box on 2/8, but sits there for a week+ because of mail backlog and does not get entered as received until 2/17, would I be charged the higher rate? Just looking for some clarification for the timeline of the price increase.
