Possible First Time CGC Submitter - Tier Question 0

I have some Pokemon Cards from the Base, Jungle, Fossil, Base 2, Gym Heroes, Gym Challenge, Rocket and Neo Genesis sets that I'm looking to grade. Outside of the Neo Genesis cards, I doubt any of them would grade over an 8. I'm thinking about submitting all through the Bulk tier which I believe is $8 per card with a minimum value of $100 for a card. If for any reason a card comes back and is valued at more than $100 that I submitted through Bulk tier is it my understanding CGC bumps the card up to the next tier ($15 per card/$400 minimum) and I would pay he difference of $7 on that card? Any feedback is appreciated!

PLEASE correct me if I am wrong.

If the card gets bumped you pay the upgrade fee. Do you also pay a separate shipping and $5 handling fee as well (for the bumped card/tier), unless you have cards in that category already (bulk to standard)?
