What are these Japanese Pokemon (Pocket Monsters) cards with Hologram hearts from 1998? 0

I'm hoping someone a lot smarter than me can give me a background on these. I know just enough to get me in trouble on Pokemon cards.

I got these the other day (plus more) with some other stuff I bought. Not really positive what they are. I've got an idea but maybe someone can help. Any value ideas might help as well.

These are unofficial vending stickers, basically just knock offs, they do have a good fan base though for being such an old knock off.
