Not been charged yet but will I be charged old or new fee system? 0

Hi there. I sent in a submission sometime last week and it arrived at CGC before the 16th. The submission got put into the system on the 17th and I was not charged for it yet. I was seeing which system I would be charged under. Am I charged the old fees but the payment is deferred until grading or will I be charged the new fees for after the 16th?
