You should have to, since it's not a graded card.  But ultimately you should value the card at what you think it will grade at.  That way if CGC ruins or loses your card, they have to either give you the same card at that value, or pay you the value of the card.  If you turn in a 1st edition charizard that you bought for $10 and you tell them the value is $10, and something happens to it, guess what you're getting?
