Why does CGC refer to this as a Historic Atomic radiation cover?

To be honest, most of the information for a lot of these GA books was probably entered into the CGC system years ago. And if a certain book is rare (or rarely submitted) the label information could stay the same way for many more years...

So any dolt with a fire extinguisher and a bullhorn could have done what Stupidman did.

The second clue:  You see those things in the background?  Those are derricks (link).  And just in case it isn't obvious, they're used to help extract oil from underground deposits.....oil which sometimes catches on fire.

 

The third clue:  There are flames all over the cover.  Superman is obviously rushing in to put out an oil fire....like this one below.

 

The fourth clue:  Those aren't radiation suits.  They're called Fire Proximity Suits (link) and they're used to deal with the extreme heat put off by these fires (you'll notice the guys above didn't have these suits and had to improvise. 

Additional clues: 

This comic is dated June 1943.

The first detonation of a nuclear device was conducted by the United States Army at 5:29 a.m. on July 16, 1945.

The first radiation accident at a nuclear power plant was September 29, 1957.

I dunno, he chucked that dude over his shoulder to the rear pretty hard with no apparent thought to how he landed, that takes some extra strength lol
