I would say 7.5-8.0.

I purchased a Grendel 1 CGC 9.2 this past year. It was a blue label (jail-broken) with a Grendel sketch and Matt Wagner's signature on the first page. It's in marker so it bleeds through to page 2. Structurally, I'd call the book a 9.2-9.4. So seemingly not much, if anything, was deducted for the interior writing.

But that's just one example I can offer up.

with that said, I would consider the writing as any other stain of that size and magnitude and grade the book in the 6.5-7.0 range
