Grading 2 2

I submitted a card that got subgrades of 9, 9, 10,10. The card received a 9 grade. I'm a little confused why it was not graded 9.5.

If the two lowest grades match, that's the grade. If it was 3 3 10 10 it's a 3. It's not an average.

what if the two lowest grades don't match? i.e 9 10 10 10. Then is it the average?

Should be 9.5. 

9.5 10 10 10 = pristine 10

makes sense! Isn't it really hard to get 10s with CGC?
