Someone probably sold it to the submitter (or someone further back in the lineage) as a RARE double cover, but CGC determined it was a "home brewed" double cover.

It isn't a sham though, its a married cover

Lots of books that have been graded over the years are married covers

They've made the distinction, theyve done their job

But it IS a sham. 

Normally a married cover or married page is used to make a book complete, missing the cover or page.  Here, there was a totally normal comic, nothing missing, and then an extra covered married to the existing cover. 

The only conclusion is that it was done to deceive, make it look like a more valuable double cover edition.

I was stating that it isn't up to CGC to proclaim that it is a sham, just that they've done their job

It is totally a sham
