Someone probably sold it to the submitter (or someone further back in the lineage) as a RARE double cover, but CGC determined it was a "home brewed" double cover. Normally a married cover or married page is used to make a book complete, missing the cover or page. Here, there was a totally normal comic, nothing missing, and then an extra covered married to the existing cover.
