I recently bought a collection that was seemingly super high grade except a solid 1/3 of the books will have one or two water drops on the front or back cover.  

Here's an example of one that is a solid 9.8 candidate but I have NO idea what that does to the grade.  VF? Is there a general rule about very small amounts of moisture damage?

Thanks for the update! I don't think it's so much about whether a particular defect is allowed, but whether a comic has the severity and volume of defects required to drop it from 9.8 to 9.6.

Officially speaking, the difference between a 9.8 and 9.6 is "negligible defects" vs. "several minor" defects.

Additionally, a 9.9 becomes a 9.8 when it has handling defects; only manufacturing defects are officially allowed in a 9.9.

Normally, dig it.  But also look at that top left corner crease.  And the funk going on on the bottom staple.  Basically, I missed some things and now I'm amazed it hit the grade I originally thought it was.  It's a combination of a Me problem and a CGC inconsistency.
